The man responsible for founding the Rayguard Empire. Prior to crowning himself as Kaiser of the Empire, he fought as a mercenary and was respected for his bravery and craftiness. Bernhardt is most likely in his forties.
He took Alhazard under the coaxing of Böser, who convinced him that the sword would aid in his dream of uniting El Sallia.
In some paths through the game, he and Erwin conflict over how El Sallia should be united, and even if it should be united.
